How many governments are there in Ohio?

A Dec. 11, 2007 memo from the Legislative Service Commission states that there is a "minimum" of 3,906 governments in Ohio, defined as government authorities able to tax. (Although the memo also notes that there appear to be duplicates on the tax rolls, lowering the estimated number to 3,333.)
It isn't even certain how many different types of governments there are ("There are at least 41 different types of taxing districts.")
